Adolfo Mesquita Nunes

Adolfo Mesquita Nunes is Co-Chair and Partner in the Public and Regulatory Law practice at Pérez-Llorca in Lisbon, where he has been based since 2024. With more than 20 years of experience, he specialises in public policy, public procurement and administrative litigation, advising public bodies and private companies on public contracts and in highly regulated sectors, including transport, mobility, healthcare and energy.

He served as Secretary of State for Tourism in Portugal’s 19th and 20th Constitutional Governments, where he led structural reforms. He is currently an Independent Non-Executive Director and Vice-Chairman of the Board of Directors of Galp Energia, one of Portugal’s leading energy companies, a member of the CAAD arbitration panel, and President of the World Trade Center Lisbon Business Club for Smart Cities.

Author of “Algoritmocracia – Como a IA está a Transformar as Nossas Democracias” (“Algorithmocracy – How AI Is Transforming Our Democracies”), Adolfo is a regular speaker on artificial intelligence regulation, combining his experience in law, public policy and corporate governance — including in the energy sector — to explore the challenges and opportunities that AI presents for the energy transition and the sector’s business models.
